How far does a variant have to differ from the original SARS-CoV-2 before it’s considered a completely new organism that can’t, by definition, cause CoViD-19?

I scanned the entire BS article looking to see a real number. How many hospitalizations? How many deaths? Just give us a true number and then we could compare that to the total population of the U.S.A. and make our own assessments of how dangerous this might be.
But, an actual number might lead to actual news “reporting,” and then where would that lead?
