Several individuals have been exposed to high nitrogen low oxygen environments and simply passed out. When those who were lucky enough to be revived report on their experience, they did not report any form of panic or anxiety. The just went to sleep.

There only mechanism for the body to signal a lack of O2 is the brain slowly and painlessly shutting down for the lack. What you are thinking about is the body reacting to the increase in CO2 in suffocation events such as drowning or being shut in an air tight chamber.
How do we know this? For one, people have died in empty oil tanks being cleaned using volatile stuff that displaces oxygen -- the worker just stops and drops. But there is more. During an episode of the TV series The Body In Question the star of the show went onto a closed circuit air system with a CO2 scrubber, and on camera just faded out without reporting any pain. (And was revived by paramedics pumping O2 at high volume.)
The only reason suicide by helium was popular was that tanks of helium were readily available at party stores. You can't just walk into a store and buy a cylinder of compressed N2.

No. That's not how it works. It is the build up of CO2 in your system that causes the suffocation response. If you walk into a room with a pure nitrogen atmosphere, you'll simply collapse and dies without even knowing you are dying unless you have a lot of training regarding the symptoms. We know a lot about this because of industrial processes that can create a situation like that.

The body’s regulatory system (urge to breathe) is driven by carbon dioxide concentration. Lack of oxygen only drives urge to breathe in Chronic Obstructive Pulmonary Disease patients.
The effect of lack of oxygen is IDENTICAL to that experienced by every one of THOUSANDS of participants in military aviation drills where individuals are exposed to oxygen deficient atmospheres until they pass out.
This exact same effect has happened to dozens of emergency responders who have entered oxygen deficient atmospheres.
Anyone who has experienced rapid oxygen deprivation will tell you the symptoms are tunnel vision followed almost immediately by loss of consciousness. There is no pain or panic, just lights out.
If the oxygen deprivation is gradual, then you can have disorientation, ringing in the ears, headache, etc.
If they do this right with a high flow non-rebreather mask, the convict will never know what happened.
On the other hand, if they really wanted to guarantee that the convict is calm, they should use 100% nitrous oxide.
