Besides Toyota, the Koreans (the Hyundai/Kia/Genesis conglomerate) have also hedged their bets, and are not all in on EVs. A mix of ICE, hybrid, EV in their lineups.

I believe part of the issue with Ford and GM is that they face import restrictions in other countries making it harder to sell outside the U.S. The Dims say "thou must go EV only", so Ford and GM have to pay attention. But Hyundai (which includes Kia and Genesis) and Toyota are allowed to sell in many countries because they're in Japan and SK. So it's in their best interest to have a wider variety of cars to choose from.
