Gov. Arnold Schwarzenegger is off to an impressive start. By keeping his most politically appealing promises and by boldly exercising gubernatorial power to restore a measure of public confidence in government, he has earned and banked a great deal of political capital.

We can either go the way of Enron or we can tighten our belts and leave a better state to the next generation - without massive borrowing and tax hikes. Arnold should lay the choice before Californians.

The seriousness of California's fiscal predicament is virtually impossible to overstate.

I read the bond rating reports from Fitch, Moody's and S&P, as well as the California annual "Debt Accountability Report" (all located on Angelides' state website). I don't think the majority of Californians have a clue how bad things are... and the drastic measures that should be implemented to correct the Enron-like mess. Hopefully, the facts will not be lost by the media in the presence of the upcoming promotional campaign in an effort to sell the voters on a set of devastating propositions.

I been out stimulating the local economy by buying new household appliances or I would have chimed in earlier.

an army of volunteers marshaled (?) -- cleaning parks, tutoring kids, offering services for elderly and disabled,;; interesting ideas... we'll see what happens.

LOL. This is sound advice by Simon - cuts must be made. I'll bet that if he had more time to think about it, Simon could even come up with some specific cuts that he would propose. ;-)

How about: Privatize the K-12 School System

The State spent $53B last year on the failed system - its time to stop throwing bad money after good, and solve the budget crisis in one fell swoop. Granted ~$6B is from Federal funds that the State won't be able to keep, but that still leaves $47B of potential savings.
Additional revenue can be gathered by Selling/renting off the school properties to someone who's willing to run the program.
Ancillary benefits:
1) A product is valued in proportion to what one is willing to pay. Public schooling is free and its valued accordingly. In many ways the schools have just become a dumping ground for disinterested youths.
2) A privatized system would create a demand for talented teachers and compensate them appropriately.
3) Parents would take a greater 'interest' in their children's education if they have to pay for it.
4) Schools no longer become a dumping ground for disinterested youths. If they don't want an education - don't go.
5) A privatized system will provide a greater variety of educational resources (e.g., trade schools, etc).
Use the 'savings' to roll back taxes. For starters - eliminate the Proposition 13 'injustice' and zero out the property tax.

Anyways - just rambling thoughts. There's a big bucket of revenue that gets allocated to a failed K-12 school system, and given the fact that the government has squandered the budget -- this is one 'asset' that should have a big bulls-eye painted on it (rather than being treated as a sacred cow).

I wonder how many millions of dollars will be spent in 2004 on al the campaigns.

The media outlets must be rolling in the dough, all these elections in a 2 year period.

I'm hoping that one of the No on 55/56/57/58 campaigns adopt the theme song "It's a bad bad thing".
For contrast, maybe pics of Martha Stewart uttering her favorite phrase of "It's a good thing" could also be utilized.

The most interesting paragraph, from Kuehl:

I believe it is important, however, to acknowledge the hard truth that, after an audit of the state's finances, you have become convinced that the waste, fraud and overspending that you vowed to unearth didn't actually amount to much -- not even enough to make up for your decision that the state government should continue to subsidize each person's vehicle license fee so that local safety officers could continue their work.

I didn't know the audit was completed ... does anybody remember any articles on this?
Last I saw it was "ongoing".
