It's certainly interesting what a few assassination attempts by an organized opposition will do to focus one's mind on whom the true enemy is.

I'm not very familiar with Dawood, and the article doesn't fully explain his background. It sounds as if he might be an Indian national, presumably muslim. Or is he a native Pakistani?
