"Since his retirement in 1996 Downing has been known mostly for his unvarnished views about how to fight terrorism. In a frank report on the Khobar Towers bombing, requested by the Pentagon, he blamed the general in charge of the facility for failing to take proper security measures. The general resigned."
The general resigned, but he tried to take security measures but kept being obstructed by the Saudis. The Air Force Chief of Staff at the time, General Fogleman, resigned also in protest of his fellow general's forced retirement and other political games he was dealing with in Washington.

If Richard Clarke was such a horribly inept anti-terrorism czar, who is apparently responsible for dropping the ball when we had a chance to capture Bin Laden, then why did the Bush Administration retain him?
