Oh - one aspect of this always seemed pretty obvious to me.
While I was as disappointed as the next person that Bush came into town with this "new tone", and actively discouraged anyone in his administration trying to investigate or prosecute the crimes of the previous (mis)administration, I don't fault him for doing that.
He'd have been a dead man if he had. He clearly holds to the school that says you don't pick a fight unless you intend to win it. This is not one he could have one, had he taken it head on.
