SEOUL, South Korea North Korea is telling its citizens to get ready for a long war with the U-S.
That comes from a set of guidelines issued by the North last April and published in a South Korean newspaper today. The document is classified as "top secret" and the paper isn't saying how it obtained it.
The 33-page manual orders North Koreans to be ready to move to underground bunkers and to take along weapons, food and portraits of their leader, Kim Jong Il.
The manual says the U-S has "cooked up suspicion" over the North's nuclear program and intends to "strangle and destroy" the communist country.
Some analysts say the guidelines are intended to whip up a sense of crisis among North Korea's 22 (m) million people amid growing economic hardships.

For the average NK subject, this will (sadly) mean one bag of lawn clippings per person per week.
What happened to the Nuclear talks? hmmm. As suspected negotiating with these guys is about as successful ... um.. something not very successful - it's a total waste of time!
Sounds like their trying to redirect the people's fear and hatred onto someone else!
Not so unusual if you look at from another perspective.
During much of the cold war, the US (military, think tanks, news, etc.) focused on probable or perceived threats, and many documents or reports were published alluding to actions we might have to prepare for.
During much of my childhood, many public and military buildings had large cardboard containers in basements and other storage areas with emergency supplies in case of nuclear war.
If North Korea perceived a threat to the populace, is it not the responsibility of the government to protect the people?
South Korea is constantly vigilant to happenings in the north, and this appears to be just another report of interest.

Since the only information they get is from the government, it would not surprise me that the NK population is hunkered down.

22 million people in North Korea are cleared to read top secret documents? Odd for a police state.
Ol' dumbass il-kim must be losing his grip on the 'people' over there. Nothing better than a mobilize the masses for war rhetoric to get your mind off your troubles.
