Actually, the most likely reason this weapon became a requirement are Yamantau and Kosin'sky Mountains in Russia, which are crucial command-and-control nodes for Russia's strategic nuclear forces.

Since fallujia (sp?) and supposedly they evac'ed everyone but the terrorist, I was wondering why the Neutron bomb wasn't used to clear the area. Would have been faster (meaning in 2 weeks you can return) and less loss of US lives.

Tactically maybe, but as strategy? I think this will backfire and create greater desire for non-nuke countries to aquire large arsenals.

I think that we have bunker busting nukes that can already do this job, but I understand why we might want a conventional missle that can do the same thing.

I'm wondering why we can't just use multiple conventional bunker busters, with one hitting every 90 seconds till you get deep enough. With GPS guidance, we should be able to pretty much put 'em in, one after the other. Sort of like taking bites out of steak until your done with it, rather than trying to wolf it down all at once.
Hopefully those with a lot more smarts than I with regards to this scenario can let me know if this would work or not.
