Well, you can't use that argument and have kids walking around schools on weekends, or the courthouse, or the local government laboratory. In this particular case, the cop probably just wanted to stroke his own ego.

And the kids were trying to vandalize anything, as far as the story goes, they were simply playing in the snow.

I was thinking the same thing. I remember going to the playground at my old elementary school during the summers when I was a teen. We would play tournament football games all day long. I remember drinking out of the spigots on the sides of the building.
It was OUR school.
