Text of a Letter from the President to the Speaker of the House of Representatives

Dear Mr. Speaker:

On May 15th, I outlined to the Nation a comprehensive immigration reform initiative with five objectives. As part of my first objective to secure our Nation's borders, I ask the Congress to consider the enclosed requests for an additional $1.9 billion for the Departments of Defense, Justice, and Homeland Security, which is in addition to supplemental funding requested on February 16th for the Global War on Terror and the consequences of Hurricane Katrina. This additional amount is offset by a $1.9 billion reduction in the amount requested on February 16th for the Department of Defense.

The revised request for the Department of Homeland Security will support my Administration's commitment to gain full control of the borders through the deployment of additional Border Patrol agents, infrastructure, and technology (such as hundreds of miles of new roads, vehicle barriers, tactical communications, and aerial surveillance).

The request for additional resources, coupled with additional legal authority from the Congress, will end the practice of catch and release along our southern border once and for all by increasing detention, transportation, and removal capabilities.

The revised request for the Department of Defense will support the deployment, in coordination with the Governors, of up to 6,000 National Guard members to the southern border. There, they will assist the Border Patrol by operating surveillance systems, building infrastructure, analyzing intelligence, and providing training until new Border Patrol agents and technologies come online. The request increases funding for training and other assistance for State and local authorities to support the Border Patrol on targeted enforcement missions. The request for the Department of Justice will provide additional resources for the prosecution and adjudication of illegal immigration cases.

I designate these proposals in the amounts requested herein as an emergency requirement. I urge the Congress to act expeditiously to address the security needs along the Nation's borders.

The details of these requests are set forth in the enclosed letter from the Acting Director of the Office of Management and Budget.

Weasel language, sorta like that you find in sweepstakes ads and junk mail, which means that the real number will probably be significantly lower, and only from the NG support services.

Personally, I'd much rather have these types of Federal troops actually patrolling the border, and many, many more than the "up to 6,000" that the Administration is currently offering:

IMO, Bush continues to avoid addressing the issue as American voters would have him. It is ironic that the more he tries to sidestep the fact that he favors amnesty and rewarding criminals for their criminal behavior, the more Mexicans there are lined up on the border waiting to stream across on a signal given by Vicente.

Frankly, I'm all in favor of sending the Prez a copy of the Declaration of Independence highlighting all of that "We the People" stuff. While I doubt that he will get the message, he needs to understand that "We the People" aren't happy with him OR the majority of 'Pubbies.

Hmmm... No mention of the 2000 Border Guard agents that were authorized for 2006 by Congress but which Bush cut in Feb 2005 down to 210, citing fiscal austerity concerns. Yeah, but no cuts for National Endowment for the Arts, Department of Education, etc. Apparently, the White House finally found some cuts it did like: new border agents.

I'm sure the House is going to take this very seriously. </sarcasm>

The National Guard should be employed in building obstacles. An anti-vehicle ditch, wall, and bands of fencing after that would show that someone is serious.

For training to be most valuable, that would take place while other Guardsmen provide security in coordination with the obstacle building.

The bad guys will obviously attack the wall. Eventually we will have to defend the wall with deadly force. That doesn't mean shooting women and children trying to pass it, but rather shooting bad guy sappers who try to damage the wall by undermining or placing explosives against it.

I don't think many take Bush seriously any more. This is his own fault. But it could be potentially dangerous for the country if the the leader is perceived as some irrelevant buffoon, not to be taken seriously.

Very good points here that the other side rountinely ignores.
