if a ransom was paid, it could probably set a precedent, and then more Americans could get kidnapped. Still, Mr. MacKenzie's response is completely understandable.
If they paid that kind of ransom, we'd be seeing weekly kidnappings-for-ransom, because the insurgents need $$$ to continue their terrorism.
