Authorities have eased the virtual house arrest imposed on A.Q. Khan, the disgraced scientist who sold Pakistan's nuclear secrets to Iran, North Korea and Libya, officials said Monday.

The reason that no nuclear power (under a muslim or non-muslim dictatorship) has ever sold a functioning nuclear bomb to any country is because having a nuclear arsenal is a deterrent and handing over a nuclear bomb to any country would be like sharing power and no country, especially a dictatorship would want to share its power with anybody.
Even during the Cuban missile crisis, the nuclear missiles were always in the control of the Soviets and not the Cubans
