President Bush met with President Joseph Kabila of the Democratic Republic of the Congo this morning in the Oval Office. (Transcript)

Later, in the White House Roosevelt Room, President Bush again urged Democrats to stop dragging their feet and send him an appropriations bill:

“October the 26th is the latest date in 20 years that Congress has failed to get a single annual appropriations bill to the President's desk.”

The president also spoke about the overall incompetence of this Congress, mentioning their continued efforts to expand SCHIP (the House has passed a second and even more expensive bill than the one President Bush just vetoed), the stalled confirmation of Michael Mukasey as the next Attorney General, as well as Congressman Rangel’s plan to raise taxes by trillions. (Transcript)

First Lady Laura Bush wrapped up her Middle East tour today in Jordan, visiting the ancient city of Petra, one of the New Seven Wonders of the World. (Transcript)

Secretary of State Condoleezza Rice spoke at the dedication of the George C. Marshall Conference Center today at the State Department.

And former President George H. W. Bush presented Secretary of Defense Robert Gates with the 2007 George Bush Award for Excellence in Public Service at Reed Arena in College Station, Texas.

Quote of the Day:

President Bush: I returned to Washington late last night. And when I got back to the White House, I was disappointed by what Congress had been doing -- and even more disappointed by what they had not been doing …

This is not what congressional leaders promised when they took control of Congress earlier this year. In January, one congressional leader [Harry Reid] declared, and I quote: "No longer can we waste time here in the Capitol, while families in America struggle to get ahead." He was right. Only a few weeks left on the legislative calendar -- Congress needs to keep their promise, to stop wasting time, and get essential work done on behalf of the American people.

President Bush opens the door as he walks into the Roosevelt Room of the White House in Washington, Friday, Oct. 26, 2007, to make a statement on appropriations.

President George W. Bush delivers a statement on appropriations Friday, Oct. 26, 2007, in the Roosevelt Room of the White House.

President Bush: Good morning. I went out to California yesterday to meet with families affected by the wildfires, and to thank the state and local officials for their outstanding work in this difficult time. While I was there I saw the terrible destruction and heartbreaking loss. Yet I was also encouraged by the spirit I found -- the families determined to rebuild, the volunteers who stepped forward to help neighbors in need, and the first responders who have shown such courage in battling the flames and caring for those who were displaced.

I returned to Washington late last night. And when I got back to the White House, I was disappointed by what Congress had been doing -- and even more disappointed by what they had not been doing.

President Bush makes a statement on appropriations, Friday, Oct. 26, 2007, in the Roosevelt Room of the White House in Washington.

President Bush:This week, the majority in the House passed a new SCHIP bill that costs more over the next five years than the one I vetoed three weeks ago.

It still moves millions of American children who now have private health insurance into government-run health care.

It raises taxes to pay for it.

And it fails to do what needs to be done: to put poor children first.

After I vetoed their last SCHIP bill, I designated members of my administration to work with Congress to find common ground. Congressional leaders never met with them. Instead, the House once again passed a bill that they knew would not become law. And incredibly enough, the Senate will take up the same bill next week, which wastes valuable time.

President Bush makes a statement on appropriations, Friday, Oct. 26, 2007, in the Roosevelt Room of the White House in Washington.

President Bush: As the House was debating SCHIP, the Chairman of the Ways and Means Committee [Charlie Rangel] unveiled a massive tax package that raises taxes on more than a million small business owners, among others.

…They have yet to make the Internet tax moratorium permanent, or even extend it … I urge Congress to keep the Internet tax-free -- and to get a bill to my desk that I can sign.

…They have yet to move Judge Michael Mukasey's nomination to be Attorney General out of the Senate Judiciary Committee -- even as members complain about the lack of leadership at the Department of Justice.

… They have yet to act on our emergency war funding supplemental -- even though our troops on the front lines depend on these vital funds to fight our enemies and to keep us safe at home.

I would scream my head off if I were making $70 a year and they wanted to put my children in government health care so that they would get RATIONED health care, AND put more doctors out of work to make things bad for everybody. This Hitlery’s first move to put everyone in national health care.

Mrs. Laura Bush tours the Petra Church with Dr. Barbara Porter, Director of the American Center for Oriental Research, during a walk through the ancient city that included homes, a temple, an amphitheater and royal tombs. The church was discovered in 1973 by an American archeologist. It's estimated that the church was built in the fifth century and included three apses. The mosaic tile covered both church's side aisles.

Mrs. Bush: We've just had a really wonderful tour of a little bit of what's here at Petra. It's been a really unbelievable chance for us to have the chance to be here in Jordan and see one of the Seven Wonders of the World now – Petra …

This specific excavation is funded in part by USAID. It's one of the things that the United States funds -- obviously working with the government of Jordan, one of these really precious archeological sites that is part of Jordan.

In 1997, a carved relief depicting two pairs of camels and camel drivers were discovered at the entrance of the city.
