Calif. bill would tie land use to carbon emissions

SACRAMENTO, Calif. (AP) — For decades, California cities and counties knew one way to grow — by sprawling outward.

That approach, which has led to ever longer commutes, jammed freeways and worsening air quality, is being challenged under a bill that was approved Saturday in the state Legislature.

If signed by Gov. Arnold Schwarzenegger, who has not yet indicated whether he would do so, the bill would require local governments to plan their growth so that homes, businesses and public transit systems are clustered together. The goal is to help California meet the emission mandates spelled out in a wide-ranging greenhouse gas reduction law passed two years ago.

At the same time, it will encourage housing to be built closer to where people work and shop while discouraging the type of suburban sprawl that has characterized California's development pattern for decades. 139

California would be the first state to impose such statewide requirements on local land-use decisions and connect them to concerns about global warming. It is one of many steps the state is taking to meet the mandates of the 2006 law, which Schwarzenegger championed and which requires all greenhouse gas emissions statewide to be reduced to 1990 levels by 2020.

Republicans opposed the bill, equating it to government telling people where and how they should live.

GOP state Sen. Tom McClintock said the legislation would force people to live in "a condo by the train tracks" by discouraging developers from building traditional suburban neighborhoods that provide more space.

He described it as "bureaucratic central planning over individual freedom of choice."

We Americans are allowing ourselves to be legislated into bondage. The role of carbon emissions in so-called AGW is not even close to being scientifically proven. But liberal politicians have carefully created the public perception that carbon is deadly, and they're working 24/7 on restrictive legislation before the science is truly understood. In politics perceptions, not facts, rule.

Anyone who understands the catastrophic effects the Endangered Species Act has had on private property rights should work desperately to stop the new carbon restrictions before it's too late. This will make the ESA look like child's play.

Hmmm... wait til the NIMBY group get an earful of the latest land grab from the socialists. This has been coming to a head since the beginnings of land planning.

In America, the government has no business telling people where to live or work. That is for socialist countries.

If Arnold were to sign this bill he would be the biggest hypocrite since the word was invented.

He commutes several hundred miles each day (by private jet) from his humongous suburban home in LA to his office in Sacramento.
