I would too, but it's not clear to me exactly what the issue here is.
I think the Indians have long wanted the Black Hills. They probably think Obama is their best chance in years to make any progress.
But I will defer to others with more expertise in the issue.

There is a legal tribal government, which this group does not recognize; in fact, they consider it a puppet of the US government.
This group wants complete, actual ownership of the Black Hills; the legal tribal government is not quite so intransigent in their position, vis a vis compensation.
The "our sacred lands" part is somewhat laughable, as the Sioux didn't arrive in this area, until the 1700s, when they were pushed (or simply moved) out of upper Minnisota & parts of Wisconsin, onto the Plains, and eventually crossing the Misouri River.
ITMT, the Cheyenne had booted the Crow out of the Black Hills, and took posession by conquest...posibly because of Sioux pressure pushing them west.
As the Sioux moved in, they began a began a years long war with the Cheyenne for posession of the Black Hills.
Ca 1842, the Sioux finally managed to win a decisive battle, and took the mineral hot springs and surrounding area from the Cheyenne, and, eventually, the rest of the Black Hills.
