I don't know. Maybe enclosed barges could have been tied up alongside to help keep it afloat.

Getting the pumps going or attaching hose lines to remove water or pump air or expanding foam into the compartments, possibly from underneath, may have been a possibility.

The time to call in the experts (certainly not me) was immediately after the blowout occurred and before it sank after 36 hours elapsed. The US Navy has personnel trained to keep a burning vessel afloat and additional resources that could have been made available.

After studying the picture a bit, I think someone had to work at getting her to sink. Those fire boats probably helped. I hate to imagine she was intentionally scuttled...

What could he have done that would be of any practical benefit?
Every time he speaks he promises "not to rest" until he fixes the problem ... as a matter of fact he seems to do little more than "rest" and vacation and make speeches ... IMHO. ;-)
