Actually, I remember reading it in all the information on the web that was available on Ramzi Jousef. I'm not clever enough to have made up the theory, so I must have read it in all the documentation available about Jousef. There was a lot of references available after the 1993 attack. After 9/11 I remember discussing with my family that I read about airplanes being used as missles. I couldn't understand how the fact could have slipped under the radar of our intelligence community.
I'm in no way blaming anybody, especially Bush since he had only been President for eight months. But, I'm sure some information was out there.
