(1) Turkey and Iran are not real friendly at the moment.

(2) Turkey intelligence just outed Iran's terrorism plots within its borders.

Why hasn't Turkish military “disappeared” the Iranian terrorist? Is this their way of avoiding getting blood on their hands by hoping that the Iranians will back down?

If so, doesn't sound like a very assertive stance on protecting those within Turkey's borders.

From what I’ve read it seems like Turkey has learned of the plot but there is nothing to indicate that the Quds have already crossed into Turkey or that their location is known.

Either the intel is false and is meant to draw attention away from the real target in another country or the intel is real and Turkey has leaked it to the media to spoil the plot.

They may not know the exact identities and are trying to flush them out into the open. Not all undercover agents/terrorists are well disciplined - plenty get spooked and make mistakes.
