I agree with the first sentence, but I think it gets a little more complicated after that.
Time seems to slow down for a lot of people when in a life and death situation. People can often empty a gun faster than it takes a person to fall down.
Do not shoot a man who no longer can hold a weapon, but realize that people can take a lot of punishment and keep on fighting.
It is pretty common to run a gun dry without even realizing how many shots were fired.

To be more specific. You stop shooting when the threat is neutralized. A man can fall still clutching a firearm and then kill you with it.

Then you keep your gun trained on him, quickly glance around for accomplices, and kick away any weapons that may be near the perp. I'm not saying you then put a bullet in his head or anything, but you don't just stop shooting when a perp starts to go down. He may be reaching for his ankle piece.
What kind of NRA instructor did you have?
