Maine and Nebraska split electoral votes, according to proportions.
If democrat and republican candidates both got 45% of the votes in a state, and libertarian got 6% of the votes, the libertarian would wield a lot of power.
The libertarian says he’ll direct his electors to vote for the republican (or democrat) for example.

In the US we have had all-or-nothing electoral votes for most states. But that could change.
