McVeigh was pulled over near the Kansas border and arrested, alone, at the wheel of a glaringly improbable getaway car, an ancient, spluttering rust bucket of a Mercury sedan with no licence plates, which made him a sitting duck for any passing highway patrolman. How could such a callous, carefully planned attack have come to such an incongruously slapdash end?

If I recall correctly, the lack of plates on his car was supposed to be a political statement by NcVeigh. He was, after all, attacking the government. Maybe he just couldn't see past his anger at governmental authority to fix up his getaway car. Maybe he wanted to be caught in order to take credit for his act. Is there any evidence that there were any further steps to his getaway plan?

IIRC, he was stopped for a missing rear license plate—the reason being, it was blown away by the explosion.
