Note well the pernicious philosophy behind this: that government sets policy without reference to the wishes or intentions of the people and the people are expected to comply.

If, and it’s a big if, a Republican wins the Presidency, he should rescind every Executive Order the Fuhrer has signed.

My son is high functioning ASD. This frightens me.
If you vote republican, you have a behaviorial problem and must go to re-education camps.
If you own a gun, you have a behaviorial problem and must go to re-education camps.

You know those calls where they say “this call may be recorded”? I always thought that was to protect you, the caller, or for training purposes for the caller.
Wrong! They can figure out within a few sentences what type of person you are and what type of person you will relate to better, and what type of sales pitch you will buy. So they next time the company calls you they will be better prepared.
In some ways that MIGHT be good (like customer service). In the hands of the government - no thanks.
This is not good, behavioral health can mean a lot of things, children with Autism, Aspergers Syndrome, Mental Retardation can all be grouped under behavioral health. In Nazi germany, people whom were mentally retarded, people whom had head injuries were immediately placed into an institutional setting, and they were used for experiments to test out Hitler’s crazy plans for the annihilation of the Jews, Gypsys, Slavs and Political Adversaries

Thousands of unregulated data brokers buy, sell, process, and archive your PHI data. It is the Wild West in data broker land. They are not as bound to HIPAA as you may think.
Neither is the Federal Health Exchange.
Is this Executive Order the nexus of a government big data analytics initiative to collect, process, and develop a detailed citizen Behavioral dossier with aspects of ALL data, ie: health history, criminal, education, affiliations, financial, credit, IP address history (site and search preferences)?
Remember, up until recently, most government databases were segregated based on function, ie: FBI = criminal, IRS = tax/financial, HHS / VA = PHI health data.
Now it appears that the Behavioral data initiative may be what’s needed justify developing a more extensive means of citizen data collection to build behavioral profiles, “to better provide government services”.
Will discuss this with fellow Privacy Professionals for legal assessment and update.
