HONOLULU — President Obama will meet with Attorney General Loretta E. Lynch on Monday to finalize a set of executive actions on guns that he will unveil next week, according to several individuals briefed on the matter.

White House officials declined to comment on Obama’s plans beyond releasing his weekly radio address on Friday, a day earlier than usual. But according to those familiar with the proposal, who asked for anonymity because it was not yet public, the president will expand new background-check requirements for buyers who purchase weapons from high-volume gun dealers.

The president will also use his executive authority in several other areas, these individuals said, but the overall package has not yet been finalized.

In the radio address, Obama said he was moving unilaterally because Congress had failed to address the growing problem of gun violence.

Ted Cruz has stated that he will invalidate all of Obama’s illegal and unconstitutional executive orders as soon as he takes Office. Trump will very likely do the same. There is universal agreement among conservative REAL Americans that Barky has overreached and if the Congress won’t straighten up and fly right, they too can be evicted from their plush offices.

Executive actions on gun control

After months of legal review, the White House is expected to unveil executive measures aimed at reducing gun violence, as soon as early next week.

The president himself announced that the review period is now coming to an end. "A few months ago, I directed my team at the White House to look into any new actions I can take to help reduce gun violence. And on Monday, I'll meet with our Attorney General, Loretta Lynch, to discuss our options," he said, in his weekly radio address, released on New Year's day.

In early October, after the mass shooting at an Oregon community college, President Obama assigned White House and Justice Department lawyers to comb the law in search of any unused administrative authority available to him, given congressional inaction on guns.

One proposal under consideration: separate the gun collectors from the gun sellers. Under current law, background checks are required for anyone buying a firearm from someone "engaged in the business" of selling guns (like a federally-permitted gun store or dealer). Sales made out of a person's private collection, many of which are done online, are not subject to background checks.

The president could order a threshold be established such that anyone selling a certain number of guns annually would no longer qualify as a collector, but as someone "in the business" of firearm sales. Those buyers would then be subject to background checks.
