There was an award-winning student film in which the flow of the characters' inner thoughts were spoken aloud on the sound track, at a lower volume than the conversation among the characters. A young man is having dinner with his girlfriends' parents. The Mom, Dad, Girlfriend and Boy are each contributing to the real conversation, then at a slightly lower volume, the audience can hear each of their inner thoughts spoken aloud at a slightly lower volume that distinguishes it as a separate track. (It's largely a kind of tag team between the parents' opinion of the young man and the young people's reaction to the parents.)
What is the hidden, American civil dialogue that is a recitation of the practical rules of political engagement, with the de facto political result that President Obama could do nothing to get himself impeached?
Surely the President could precipitate a civil war, after the red-flag bull baiting of his Chief of Staff, Denis McDonough, promising "audacious executive action" in his final year.
Clinton House Impeachment Prosecutor David Schippers wrote in his book Sell Out: Why the Clinton Impeachment Was Over Before It Began, that the Senate GOP leadership suppressed numerous actionable counts, sealing their relevant evidence for 50 years, leaving only an easily managable 2 to guarantee that the President's impeachment would fail.
Since nothing has changed, since the Senate GOP are still whining while they hold themselves where there manhood used to be, there can never be another impeachment, as long as Obama carefully wends his way, avoiding various civil third-rails while largely having his way in the deconstruction of America.
Tell us those unspoken rules, Freepers.
Congressional inaction.
Count the votes.
African-American.
The uniparty won’t impeach or even investigate their own.
I guess it’s the same rules that put this turtle on the post to begin with. If there isn’t a cabalish conspiracy afoot here, then it is gross incompetence on the part of Republicans in Congress too busy with the job of feathering their own nests and content in their effective second-tier power at the expense of citizens who believed their goddam lies.
Unspoken rules?
Nope - NSA intercepts. FBI files. Threats to personal power.
Add in the threat to rescind invitations to the “in” parties, and you have full-up political cowardice.
Despite everything he has done, much of which isn’t even known to the public, there is no one in the legislative or judicial branch who is willing to oversee (get blamed for) impeachment of “America’s first black president”.

Impeach by the House is done (Clinton).
Removal by the Senate is another matter.
Well rule number one or fact number one, whichever way one chooses to phrase it is: The Republicans along with the Republican Party hierarchy agree with and approve everything that he has done and is doing. And what he will continue to do in the future. Rule two and fact two to infinity dovetail with rule and fact one.
The fact is that Obama cannot be impeached and then convicted. The Senate democrats are corrupt and would rather score political points by pretending the Impeachment trial is about racism, and they will not vote honestly in such a trial. Civil War, if it happens (I consider it somewhat unlikely), might be enough to trigger impeachment, but by then it would be too late - FedGov has already lost all credibility among decent Americans. The House republicans will not even hold a vote on whether to impeach unless they think conviction is plausible. I agree with the GOP establishment on that decision.
Obama is an evil thug and the most dangerous threat to America in our history, but a failed impeachment vote would make things even worse. The best we can do is try to preserve, protect, and defend America as a free country for the final terrible 53 weeks, and then repeal every vestige of Obama’s legacy. An impeachment trial would fail, and it would make those repeals more difficult. As much as I would like to see Obama suffer the public disgrace he so richly deserves, restoring America is far more important.
I thought it was not permissible to quote that much text from the Detroit Free Press. Just don’t want to see anyone get in trouble.
The hidden rule is that not one Democrat will ever vote to remove a RAT president in a Senate trial. Not one. Not ever.
Rule #1 - If a president is in the last year of his second term, nobody cares about impeachment, because all their energies are focused on the coming election.
Any time wasted fighting amongst themselves is less time for looting.
There’s no hidden rule. Just overt cowardice from our GOP “leaders.”

I read the book years ago, some take aways from it:
1) The FBI investigators believed Juanita Broderick, finding her to be "very credible".
2) Schippers had his "evidence room" always open so that any member of Congress could review the evidence. Not one Democrat did so. One Republican who did was Rep. Bono of California (Sonny Bono's widow). She spent several hours there and Schippers explained the evidence to her. She changed her vote and voted to in the affirmative.
3) Schippers was an honest and fair Democrat, one who had voted for Clinton and fought a losing battle, one that was lost before the first shot was fired.
