The President can not accept gifts.
It will go to the National Gallery.
Of course there is a provision for him (the President) to buy the “gift”.
Once it goes the National Gallery he can request it be hung in the White House
(at least that is the way I understand it)

It was stated that it would hang in the White House. It’s being presented to Trump, but it’s a gift to America/Americans. The way I read it.
Trump hasn't been sworn in yet so what goes to Trump stays with Trump.
IOW, it will be his personal property. If he wants to hang a picture he owns in the Whitehouse I don't know that the National Gallery or anyone else can deny him that right or can lay claim to something just because he hangs it in the Whitehouse.
