Clinton did the same thing in the early 90’s when he released funds and supercomputers to North Korea for them to use to generate electrical power for their agricultural problems.
They converted them from industrial to weapons capacity and now, along with Clinton releasing the Missile Re-entry Vehicle tracking program (MRV) to bring missiles down he gave to China that got to N Korea, they can now target Hawaii and Japan with nuclear warheads.
I guess the libs never learn.
