Not sure how much local content the Egyptians actually manufactured.
There are a lot of very good people in Egypt, but the country has many hard working but poor people of different faiths. It is in a critical location for ocean-going vessels and is positioned on and near major landmasses. Russia would like to replace us there for those reasons.
