One and the same! Despite the reverence shown to him and Dr. Birx, the only genuine achievement either has is staying on the federal payroll for around 4 decades. Neither has ever been right in anticipating or fighting any epidemic during their tenure. Each was investigated for scientific fraud by DOD regarding AIDS studies (these were covered up by powerful allies). One should assume that any public statements by either lacks credibility.
