The Commonwealth of Massachusetts...

The undersigned legislators and/or citizens respectfully petition for the adoption of the accompanying bill:.

An Act promoting the civil rights and inclusion of American Muslims in the commonwealth.

Section 71. (a) There shall be a permanent commission on the status of people who practice Islam consisting of 11 persons as follows:
2 persons appointed by the governor;
1 person appointed by the attorney general;
1 person appointed by the speaker of the house of representatives; 1 person appointed by the president of the senate;
2 persons appointed by the state secretary;
2 persons appointed by the senate chair of the Massachusetts general court’s joint committee on racial equity, civil rights, and inclusion; and
2 persons appointed by the house chair of the Massachusetts general court’s joint committee on racial equity, civil rights, and inclusion.
Members of the commission shall reside in the commonwealth who have demonstrated a commitment to the Muslim American community.

Members shall be subject to the provisions of chapter 268A as they apply to special state employees

(b) Members shall serve terms of 3 years and until their successors are appointed...

(c) The commission shall elect from among its members a chair, a vice chair, a treasurer and any other officers it considers necessary...

(d) The commission shall be a resource to the commonwealth on issues affecting American Muslim communities in the commonwealth.

In furtherance of that responsibility, the commission shall:

(1) promote research and serve as a clearinghouse and source of information on issues pertaining to American Muslims in the commonwealth;
(2) inform the public and leaders of business, education, human services, health care, state and local governments and the communications media of the unique cultural, social, ethnic, economic and educational issues affecting American Muslims in the commonwealth;
(3) foster unity among the American Muslim community and organizations in the commonwealth by promoting cooperation and sharing of information and encouraging collaboration and joint activities;
(4) serve as a liaison between government and private interest groups with regard to matters of unique interest and concern to American Muslims in the commonwealth;
(5) identify and recommend qualified American Muslims for appointive positions at all levels of government, including boards and commissions, as the commission considers necessary and appropriate;
(6) assess programs and practices in all state agencies as they affect American Muslims, as the commission considers necessary and appropriate;
(7) advise executive and legislative bodies on the potential effect on American Muslims of proposed legislation, as the commission considers necessary and appropriate; and
(8) generally undertake activities designed to enable the commonwealth to realize the full benefit of the skills, talents and cultural heritage of American Muslims in the commonwealth.

(f) The powers of the commission shall include, but not be limited, to:...

holding regular, public meetings and holding fact-finding hearings and other public forums as it considers necessary;

(3) directing staff to perform its duties;
(4) establishing and maintaining offices that it considers necessary, subject to appropriation;...

(h) The commission may accept and solicit funds, including any gifts, donations, grants, or bequests, or any federal funds for any of the purposes of this section. These funds shall be deposited in a separate account with the state secretary’s office, be received by the state secretary on behalf of the commonwealth, and be expended by the commission in accordance with law

(i) The commission staff shall consist of a paid executive director, employees and volunteers who assist the commission in effecting its statutory duties. The commission shall appoint the executive director for a term of 3 years.

(a) The governor shall appoint, on or before December, 1, 2024,
2 members, each for a term of 3 years.
(b) The attorney general shall appoint, on or before December 1, 2024, 1 member for a term of 3 years.
(c) The speaker of the house of representatives shall appoint, on or before December 1, 2024, 1 member for a term of 3 years.
(d) The president of the senate shall appoint, on or before December 1 2024, 1 member for a term of 3 years.
(e) The state secretary shall appoint, on or before December 1, 2024, 2 members, each for a term of 3 years.
(f) The chair of the Senate committee on racial equity, civil rights shall appoint, on or before December 1, 2024, 2 members, each for a term of 3 years.
(g) The chair of the House committee on racial equity, civil rights shall appoint, on or before December 1, 2024, 2 members, each for a 3 year term

SECTION 3. The executive director of the American Muslim commission, established by section 1, shall initially be appointed by the commissioners for the term of 3 years on or before December 1, 2025.

SECTION 4. Sections 1 to 3, inclusive, shall take effect on December 1, 2024.

The Pact of Umar

The Pact (Covenant) of Umar (c. 717 A.D.) is a fundamental document in prescribing the treatment of conquered people, or "dhimmi", by Muslims. According to Islamic tradition, the Pact is a treaty formulated for the treatment of the "ahl al-kitab", ("People of the Book") - Jews and Christians - living on the lands newly conquered and colonized by Muslims. Due to the rapid growth of Islamic domination during 7th century, Muslims leaders were required to work out a way of dealing with Non-Muslims, who remained in the majority in many areas for centuries. The solution was to develop the notion of the dhimma, people who were allowed to basically keep their religion, but but were kept under submission by repressive rules. Violation of the terms of the pact by Dhimmi rendered them "liable to the penalties for contumacy and sedition."

Sometimes the Pact was repromulgated as a reminder to forgetful dhimmi, and in so doing Mamluk sultans during the latter Middle Ages specified that dhimmi could not be in service to the State.

The author of the Pact, which exists in several somewhat varied textual forms, is generally understood by many to be the Muslim caliph Umar ibn AbdulAziz (682 - 720), or Umar II, though it has been attributed to the first Caliph, Umar ibn-al-Khattab (586 - 590). Some modern scholars believe it is the product of later jurists who attributed it to the caliph Umar in order to lend greater authority to their own opinions, and it is assumed that it's present form dates to around the ninth century (Sources: David J. Regardless of its author, the Pact of Umar served as one model for Muslims on how to govern conquered non-Muslims, a roles it continues to the present day. Inspiration for this treatment may have come from non-Islamic sources, as well as the overall moderate first Caliph, Umar ibn-al-Khattab (author of the less restrictive "Umari Treaty" for dhimmi in Jerusalem). The 11th century, A.D. book, "Rules and Regulations Governing the People of the Book", by Muslim theologian “ Ibn Hazm (994-1064), states,

These are the Rules and Regulations that were imposed by ‘Umar ibn-al-Khattab' [634–44] on the Christians of Syria, after conquering their land. The purpose of these rules was to make them submissive and contemptible. Christians were in no way to exhibit any sign of their unbelief, or anything forbidden in Islam; since Allah, the supremely Glorified and Honored, had said:

Pact of Umar

We heard from Abd al-Rahman ibn Ghanam [died 697 A.D.] as follows: When Umar ibn al-Khattab, may Allah be pleased with him, accorded a peace to the Christians of Syria, we wrote to him as follows:

In the name of Allah, the Merciful and Compassionate. This is a letter to the servant of Allah Umar [ibn al-Khattab], Commander of the Faithful, from the Christians of such-and-such a city. When you came against us, we asked you for safe-conduct (aman) for ourselves, our descendants, our property, and the people of our community, and we undertook the following obligations toward you:

There’s no mention in the Act about allowing Muslims to knife infidels or set off bombs. Is that just assumed, or will that be included in a later bill?

The first order of business for the 'commission' will be to establish Sharia Law for the blessed communities of Muslims.

Watch for the establishment of Wahhabi mosques and growing neighborhoods of "muslim only" inclusion.

New York City has private Muslim patrol cars (see below). Notice how close they look to NYPD patrol cars. If that’s not already in Massachusetts, I bet it’s coming.

As a side note, I’ve seen this movie before. This whole mess mirrors the rise of Nazism in Germany. The Nazis were violent. But they were relatively powerless, at first. So they were accommodated. And we all know how that turned out.

To your point about primacy, the following subparagraph from the legislation caught my eye: “(4) establishing and maintaining offices that it considers necessary, subject to appropriation;...” This is a very broad power that seemingly is constrained only by the appropriations process. What will be the first “office” created under this authority? Will it to be one that defines, controls and finally eliminate criticism of the religion?

There is no such thing, because the Muslims will not allow such organizations in their countries. Islam is a fascist organization intent on conquering the world. Why should we reciprocate for something they would never provide us?

Let's try to keep the stupid OUT of our country; we create enough of our own stupid as it is.
