I followed the link to the source, then clicked on a link to the data the report was based on.
It listed the 971 government requests - showing the ip address, action taken (YES), and country of origin. Every one of them was from a foreign country like Turkey or Russia - not a single one from the US or any Western European countries.
I don’t see a problem with this. If there were US citizens being censored I would be pissed - but that is not the case.

I believe the people of France and Germany would consider themselves to be part of Western Europe.
But you are correct, according the the report, there have been no requests by the U.S. federal government to censor.
