We could use Frank Rizzo or a Mayor Goode moment.
It will never change for the better until the laws are changed allowing property owners to defend their property as required.
The law could be written so as to avoid shooting a person for stealing a bag of chips vs. looting just as the self defense laws have conditions where one must not shoot.
A couple of owners with AR-15s would solve events like this.
Very different people were living in Philadelphia back in the 1970’s. The city is out of control.
