Not Putin, who has been hit with a tremendous wave of propaganda reporting and instant denunciations from Biden on down, all over the West. Just instant condemnation without the bother of any pretense at investigation.
It's the Western globalists who are desperate to win a new round of plundering, erhh, funding for, the MIC, I mean Ukraine. Losing Avdiivka just now has them panicking. So they trot out a vague "Russian space superweapon" story to scare everyone, and put out a CIA hit on Navalny.
The idea is to panic everyone into supporting a Ukraine aid bill. And so the Western propaganda hilariously shifts in a matter of days from Russians being crude dolts fighting with shovels and repurposed washing machine electronics to Russians as supervillains with civilization-threatening space weapons.
