Israeli Prime Minister Benjamin Netanyahu addressed a press conference on Sunday evening local time, insisting that an invasion of the city of Rafah in southern Gaza was needed to eliminate the last Hamas battalions and win the war.
“There is no victory without entering Rafah and there is no victory without eliminating the Hamas battalions there,” Netanyahu said. “This is a fundamental part of the goals of the war, which also include returning all of our hostages.”

I was watching a tv show about spooks in the ME (cannot remember the name) but I remember a scene where the spook on the ground was being asked by his superiors how to resolve the particular issue (can’t remember that either) and his answer was to “level Rafah”.
I get it now...

One reason for delay is to get the next USA shipment of weapons first. It was just announced.
Israel needs to get to weapons self sufficiency, but for right now, they have to delay until they have what they need.
Somebody who understands that you can’t just call it quits before the job is completely finished. It would be like shutting down the fire hoses when only half the fire has been put out.
