He did not refuse to leave the university.
He got the go-ahead with his protests and unlawfulness, when the university and the NYC police decided to not act.
Failure to act is the same as permission to do as you wish.
I still can’t wrap my mind around the cops having to get permission to come on campus.....God forbid someone should need emergency assistance.
