That was Indians. The Indian government insisted on giving Union Carbide no managerial control over the plant. When that blew up in their faces, the Indian government naturally blamed Union Carbide. Those shackles and other road blocks for foreign investors are why so many have avoided India until the recent tensions with China, in spite of India’s rock bottom wages. Pakistan was a better investment destination (!).
