Likely is a wishy-washy word. It cannot be used in a court of law, nor in any common sense scenario, not is it used in logical thinking. But,it's a word being used as a negotiating tactic, where Russia agrees to give back our reporter who's being kept prisoner for more than a year. Give back the reporter in exchange for the U.S. and other countries admitting that, Putin did not order Navalny's killing.

I'm likely to be wrong, but then, Putin likely ordered Navalny's murder. And the U.S. is likely wrong with the use of 'likely'. Try to use 'likely' in negotiating deals and pacts, and see how far that gets you.

It’s likely some dum-bass at Langley’s “opinion,” designed to forward some agenda such as killing an American presidential candidate while he’s incarcerated. They do need cover for such deeds. See? Putin didn’t order Navalny’s demise. So neither did Brandon order Trump’s. Likely explanation.
