In some legal circles an expungement “clears” the record in a way similar to when an excutive pardons a criminal.
A pardon or expungement still doesn't change the fact that, on a certain day, this individual was arrested, handcuffed, booked, a mugshot of her taken, etc.
If a person then asserts, "I've never been arrested!", that is equivalent to claiming that no arrest took place, which is demonstrably untrue.
