If I was receiving a medal that was the highest civilian honor then I would be torqued if 18 others were receiving the same medal on the same day in the same ceremony.
It becomes absolutely meaningless at that point.

When John Kennedy established this I think it was to honor those that had made some sort of positive contribution to the Nation. In the last 40 years or so that has been lost and it seems too many have gotten this honor for no real reason, especially too many celebrities and athletes.
