They have nuclear bomb shelters for the entire cities population underground in the subway tunnels some of the deepest in the world dug that deep.specifically to be used as shelters. You can see the huge blast doors that periodically are on the sides of the tracks open when they close that section of the tunnel is sealed and blast proof. They also stick a years worth of food and water on side tunnels plus regularly practice moving masses of people into those tunnels. The Soviet and now Russian doctrine is to save as much of the population as possible and rebuild after. They view nuclear war as winnable and plan for such. St Petersburg also has shelters for most if not all of its population.
Now ask yourself what has the US dotgov done to shelter and protect its citizens? The political elite have bunkers have you personally ever been offered or practiced getting into a us built bunker I think not is the case. All the armchair commandos and generals are just that.
