Thank you Congress for the National Voter Registration Act of 1993. States must offer voter registration forms for applicants to accept or decline. Even if the applicant is a non citizen, they must be given a form to decline as proof of complying with the law. Not necessarily nefarious, but we all know there is potential for abuse.
Its simple just don't comply and dare the fed/gov to do something about. Blue states do it every day, if they don't like a federal law they simply ignore it.
