This does not say aliens can vote. It says aliens CANNOT vote except under stringent conditions, including being the natural or adopted child of TWO citizen-parents, AND being a permanent US resident for at least two years prior to reaching voting age, AND having reason to believe they are a citizen. E.g., merely claiming you believe you are a citizen is not having, or demonstrating you have, reason to believe you are one. Those are a lot of conditions to be met, in addition to having the state legal framework in place allowing for such a vote in the first place.
I realize the commies will twist this, but the law explcitly forbids aliens from voting for federal office with a narrow exception, not a broad one. So, just like all the other laws broken by the uniparty state, it would not matter if these narrow exception conditions were excluded, they would still ignore the law anyway. Remember, they are thieves and cheats. They are gangsters and crooks. By definition they do not eaven read the law. They simply claim to be in possession of it at every turn and to be able to use it to shut down decent, principled, honest, law abiding American patriots.
But we love to argue amongst ourselves about the finer points of the law when they are completely bypassing it and are down the road wreaking havoc while we bicker.

None of the recent newly arrived millions could reasonably think they were citizens, but the democrats in the battleground states would pretend that they themselves believe they are citizens.

I was thinking that this would require two distinct ballots. one for aliens that does not included fed offices with just the locals and one with everything.
As I read this provision, it doesn’t say that aliens may vote for federal office holders. It merely provides the conditions under which aliens may vote for state office holders in “elections” where federal offices are also being voted. The enactors most certainly did intend to allow illegals or resident aliens to vote in federal elections.

Someone in the House majority needs to write and have passed a bill early on in the next Congress in 2025 reaffirming these relevant laws and adding that no person entering the US illegally shall ever be granted a path to citizenship.

And if there is no clause, then patriots have a constitutional duty (imo) to replace the entire House and whatever senators are up for reelection in the next election, November 2024 a great time to start doing so.

Patriots desperately need to fire post-16th Amendment (16A) ratification career celebrity lawmakers who chase the tsunami of unconstitutional federal taxes fostered by the abuse of that clause, taxes that Congress cannot reasonably justify under its constitutional Article I, Section 8-limited powers.

Regarding voting by aliens, note that women couldn't vote in states that prohibited women from voting until after the 19th Amendment (19A) was ratified.

Congress shall have power to enforce this article by appropriate legislation."
And for states that think that they can simply allow illegals to vote like they let women vote before 19A, consider this. The congressional record shows that post-Civil War lawmakers had expressed concern that states that allow non-citizens to vote effectively nullify the Constitution's "Uniform Rule of Naturalization Clause."

So OBiden must first lead Congress to successfully propose an illegal aliens voting rights amendment to the Constitution before illegals can vote to keep desperate elite Democratic and RINOs in power imo, such an amendment effectively repealing the relevant part of the Uniform Rule of Naturalization Clause. But it isn't going to happen imo.
Who will actually enforce the law? On top of that, each case will have to be tracked down individually.
Unfortunately, the law in question contains wiggle room that democrats will attempt to use to grant illegals the right to vote. Would the Supreme Court allow illegals to vote under ‘certain’ conditions? Ya never know.
