ALL THREE conditions of subsection (c) must apply for Subsection (a) to be inapplicable.
And this only after the improper vote is determined (post count!).

The penalty is spelled out in (b) - fine and/or 12 months in prison.
Also, correction to my summary of the first condition:
If one parent then that parent must be a citizen. If 2 parents, then BOTH must be citizens.
Thanks for pointing out the word "AND" in the cited law, not "OR".
That helps me sleep better after reading: "(2) aliens are authorized to vote for such other purpose under a State constitution or statute or a local ordinance;". Obviously the leftist areas are allowing illegals to vote. So we have to enforce the other two, which says they can't vote.
