Freepers: Need Help Finding the "UFO" Congressional Candidate

In the 2002 elections, Brit Hume ran a brief clip of a New Jersey congressional (senate?) candidate (I think either a Libertarian or a Green) who, when asked about how he would solve the U.S.'s energy problem, said in all seriousness that he would accelerate the transfer of UFO technology to the private sector from the govt.
Does anyone know this fellow, or have a link to his statements?

Hey, it's a safe promise. When he doesn't come through, he can blame the government for putting out the "we don't have the stinking UFOs" teasers. It's obvious that when you make statements like that, it must be that they exist and we do have them. If the government had been forthright and fessed up to having UFOs, he wouldn't have been taken in by their trickery.
