It's not CNN per say, it's Gallup.
They were the most accurate polling firm by far in last year's elections (Zogby blew most of his polling predictions in 2002).
They are the only polling firm worth paying attention to in terms of measuring Bush's Approval ratings.

Unfortunately, he let himself be wholly swallowed by the Dark Side after 9/11.
