Ministry says Russia unlikely to ratify Kyoto Protocol in 2003 (Green choking alert)

MOSCOW – It will be hard for Russia to ratify the 1997 Kyoto Protocol on reducing greenhouse gas emissions this year, because Russia has a lot of questions about how it would work in practice, Russia’s Deputy Economic Development and Trade Ministry Mukhamed Tsikanov said Monday.

The protocol is the first ever agreement that envisages using market mechanisms to reduce greenhouse-gases emissions.

Under the protocol, countries able to reduce carbon emissions below the quota levels will be able to sell parts of their quotas to other countries, which fail to do so.

The protocol will only have an economic effect when it becomes clear how the quotas will be traded, and how international cooperation on joint projects will be organized, Tsikanov added.

Russia has already met all the obligations stated in the protocol, while the other signatories have exceeded their quotas, he noted.

The protocol may be ratified in 2004, if the countries agree on the mechanism, he noted.

Earlier Deputy Natural Resources Minister Kirill Yankov said that Russia might ratify it by the end of the year.

The protocol was dealt a serious blow by the refusal of the United States, the world’s number one greenhouse-gas emitter, to ratify the deal.

Another major global polluter, China, said earlier that it had ratified the Kyoto Protocol, even though it was not bound to because it is considered a developing nation.

In March EU environmental officials traveled to Moscow to encourage Russia to ratify the protocol.

"The world is waiting for Russia to demonstrate that it is ready and willing to become a major player in the multilateral efforts to combat climate change," EU Environment Commissioner Margot Wallstrom said then. "I trust that Russia will live up to its responsibilities and political commitments."

The EU and Japan ratified the Kyoto Protocol last year.

Isn't pollution still pollution? If we find a politically correct excuse, can we forget about it, too?

Ohhhh....maybe next year, or the year after. Maybe a few more years....we'll see. It's only been 6 years. What's the rush?

Why don't they just steal the technologylike everthing else. Without the development costs, it would be relatively trivial to bring their "developing" country up to speed.

I thought Russia was certain to ratify the treaty.

This kills off the Kyoto treaty completely.

This will drive Western Europe crazy!

PS: The US had an unusualy cold summer this year.

The US had an unusualy cold summer this year.

That was a result of global warming you know. Global warming has contributed to excess evaporation of oceanic surface water, which causes more clouds, which reflect more light and shade the surface, and therefore results in a cooler summer. See! It's global warming's fault. It always is. No matter what the observation is.
