Uh, that's called a passport and that don't help us in the US at the airport very much.

The national travel network needs a way of knowing that who is traveling is "legal" ....
For you and me, we would have a National ID,
for the "foreign nationals" they would have "valid" passports
For everyone else ..... the Pokey!!!! slammer, lock 'em up until we know why they are here and who to mail them to.
