Have you noticed a problem with the CalGov2002 list?

I am trying to figure out what happened but somehow the groupid got changed.

I don't know if this problem exists in other list topics or not.

I was told that if somebody reenters the group name in the bump list creation form that the old group is replaced with a new one and a new ID.
