The money was to reimburse the local school districts for the funds they expended in meeting federal mandates. Having Davis divert it is essentially taking it from the local taxpayers to spend it on something else. That amounts to a tax increase on the local taxpayers, and also means they won't be able to spend it on their priorities as opposed to Gray's. It may have been squandered anyway, but at least there'd have been a chance that the local school board could have been influenced. As it is, the money is out of their control.

In most school districts, special ed serves around 15% of the students, and uses more than 20% of the budget. And that doesn't include the cost of the regular ed services that special ed kids need. This program is so terribly overmandated and underfunded that even giving the schools all these new fed payments hardly covers what they'll pay out in the next year. Dump Davis.
