The financial transactions of a top Davis administration energy adviser, Vikram Budhraja, are under investigation by the U.S. Securities and Exchange Commission. Budhraja received at least $10,000 in income from a power generator that later received a state power contract negotiated by him. Like Navigant, Budhraja served on the DWR advisory committee.
